Abstract
The main object of this paper is to explore the incidence, in the civil engineering practice, of the bidding processes that are producing the suspension of many consulting and construction projects. New circumstances spin around low bidding cost evaluation and a very brief time to be done. This affects the possible training of the young engineers.
