A Maintenance and Improvement Plan for Tertiary Roads

Abstract

This article outlines the experience of the ‘Colombia Responde’ program, financed by the United States Agency for International Development (USAID) and implemented in the Caquetá, Meta, Tolima, and Cauca departments between 2011 and 2017. This initiative focused on improving the management of country road networks and then turning this into a standard that could be applied in municipalities with similar characteristics. However, each case would have to be adjusted based on local considerations.

The need to meet the growing demand for improved country roads was the incentive behind developing this program. By using this road infrastructure, it is possible to engage in legal economic activities, improve the quality of life for local populations in every respect, and consolidate areas dedicated to peaceful coexistence.
