Fast and effective land administration for peace: testing alternative methods

Abstract

Effective land administration is an essential step on the road to Peace in Colombia. Rural development and securing land rights is among the top priorities of the Colombian government. It plans to have a complete nation-wide land tenure coverage within seven years.

Conventional approaches in land administration are often not up to these challenges: the pace is too slow and the costs are too high. What alternative methods are available for fast and effective land administration to reach this policy goal?

In this article, we will address the need for “fit for purpose” solutions in land administration, and present an example of a fit for purpose methodology that will be implemented in two pilot areas in Colombia. This pilot project is a result of the Dutch – Colombian collaboration on fast and effective land administration as active support of the Dutch Government to the Peace Process.
