The contribution of energy towards the consolidation of economic development in post-conflict territories: the case of the Macarena Consolidation Plan in Colombia

Abstract

This document describes how energy facilitates the consolidation of economic development in post-conflict territories where illicit crops are grown and how it becomes a primary factor for the transit from illegal to legal economies. The applied conceptual proposal integrates elements of Policy Analysis and Social Learning (Friedmann, 1991; Cazorla et al, 2015), replacing the traditional and ineffective models of social reform (Friedmann, 1991) developed by State for this type of actions.

After a review of the theoretical framework for rural development planning in areas affected by illicit crops, an analysis of the experience developed in the La Macarena region was carried out from the conceptual basis of the WWP model. The results show the effects of the WWP model and the need for a post-conflict strategy for economic development in post-conflict territories with emphasis on creating rural prosperity through high-impact rural electrification projects, and developing trust in those communities starting from basic social relationships and working with people. These are the main premises for restructuring the social fabric and developing values that allow for rural prosperity and stability within a framework of sustainability.
