“Safe energy menas better quality of life”: strategy for the normalization of energy service in subnormal neighborhoods in the city of Popayán, Cauca

Abstract
This article presents the strategy that CEO - Compañía Energética de Occidente - developed and implemented to intervene and normalize the energy service to 41 subnormal settlements in Popayán; a complex management process due to the opposition of the community, which for more than 15 years lived in these areas and were not used to paying for the electricity they illegally consumed. Factors such as energy efficiency, assertive communication, leading technology and articulation with other actors in the process were key in achieving the proposed objectives.
