Abstract
Currently, a third of our national territory does not provide access to drinking water and basic sanitation services on a stable basis. To ensure that the more than six million Colombians living in these territories witness a real transformation, the ‘Peace with Legality’ policy, through the Development Programs with a Territorial Approach (PDETs, in Spanish), aims at ensuring that the efforts of all actors involved, directly and indirectly, who endeavor for the stability of these regions - the most violent and poorest in Colombia - are geared towards satisfying basic needs. Only in this way will a firm step be taken towards reducing the social gaps that have historically afflicted them.
