Encarnando (in)seguridad. Orden policial y política de la presencia en la frontera norte de Chile

Resumen

Este artículo contribuye a explorar un juego de relaciones situadas en el cruce entre la antropología crítica de la seguridad y la antropología de las fronteras en dos ámbitos fundamentales. Por un lado, se centra en una región fronteriza de América del Sur, cuyas características proporcionan una textura histórica y etnográfica a los esfuerzos por comprender las experiencias involucradas en la securitización de las fronteras exteriores del Estado y en la producción social de las fronteras interiores de la nación. Por otro lado, se focaliza en la vida de migrantes en las fronteras, particularmente en la emergencia de formas de vida fronterizas en el extremo norte de Chile. Tres ámbitos fundamentales articulan esta investigación. Primero, la imbricación entre la configuración de una zona fronteriza y el orden policial que la sostiene. Segundo, la ambivalencia y reversibilidad de la (in)seguridad que encarnan simultáneamente agentes de policía y migrantes pobres en la ciudad fronteriza de Arica. Por último, el artículo se detiene en lo que tentativamente llamo “política de la presencia”, con el objeto de conceptualizar, describir y analizar el proceso por el cual la visibilidad pública y la posibilidad de articular una voz política conllevan tanto una redefinición del sentido de la seguridad como del alcance efectivo de las prácticas ciudadanas.
