Abstract
The government has been presenting telecommunications law projects to Congress with objectives such as : i: organize the sector structure so that there is only one regulatory entity and one supervision and control entity, ii: end legislation according to the service provided and allow operators to provide several services through its network, iii: modify the subsidy and contribution system which is financially unsustainable, and iv: prepare the country for telecommunications globalization. Nevertheless, neither of these proposals went through Congress for the different types of operators were not able to reach a consensus . The present article points out, within the context of “ Vision Colombia II Centenario “, the principal challenges which, according to the author, must be tackled to achieve the foreseen political and institutional agreement.
