Chilean Regulations: Instruments, Actors, Milestones and Challenges

Abstract

This article describes the current structure of the main instruments that regulate building; the public and private actors involved in creating and defining them; the relevant conditions and milestones that have allowed and driven the principal legal and regulatory changes in building, such as public-private collaboration and cooperation, the management of housing shortages; and all the regulatory development stemming from the “Law of Quality” in 1996 and the earthquake and tsunami on 27 February 2010. Furthermore, the article presents the role that the Building Institute has played and continues to play in the creation and promotion of improved national building regulations.
