Abstract
The article proposes a sort of “state of the art” of the discussion of the following themes: What are scientific advance and technological innovation and how have they been produced? How do such advances and innovations relate to access inequalities, especially in the disadvantaged situation of peripheral countries? How has financial domination colonized technological innovation? The author intends to do this review mainly from the point of view of evolucionist and regulationist approaches.
