Evaluation of the Departamental and Distriction Proyects for the Integral Care for Disabled Individuals of the Ministry for Social Protection Program

Abstract

This paper presents the conclusions of an evaluation process conducted on the Proyectos Departamentales y Distritales de Atención Integral de Personas con Discapacidad del Ministerio de la Protección Social Program. The evaluation centered on the operational features, results and products resulting from the Program. The evaluation’s findings suggest that the increment in public expenditure on the disabled population has not been accompanied by an improvement of the key social and quality of life indicators of the target population. Additionally, the evaluation sees, with concern, the fact that the information on the resources transferred is insufficient, unreliable and irregular. Also, there are no incentives to produce or use said information.
