Implementação de acordos de paz: do que depende? Uma revisão da literatura acadêmica

Resumo

Objetivo/contexto: a pesquisa sobre a resolução de conflitos armados priorizou a questão de como avançar para que as partes cheguem a acordos. A questão sobre o que acontece a seguir recebeu uma atenção menor. Metodologia: neste trabalho, oferecemos uma revisão da literatura acadêmica sobre os fatores que caracterizam a implementação dos acordos de paz. Conclusões: concebemos o processo de implementação como um processo de múltiplos estágios (de curto a longo prazo), níveis (de internacional a local) e dimensões (incluindo política, economia, justiça e cultura). Em uma fase de implementação, todos eles devem ser abordados paralelamente, gerando um impacto e afetando o progresso de cada um deles. Originalidade: a revisão geral aqui apresentada deve auxiliar estudiosos e formuladores de políticas a compreender os múltiplos debates e desafios no processo de implementação de acordos de paz.
