Tertiary Education Expansion and its Effects on Enrolment and Migration: Evidence from Colombia

Abstract
The economic and social dynamics of the major cities has resulted in a heterogeneous growth of educational coverage in the country. Thus, the provision of higher education has historically been concentrated in the cities of Bogota, Medellin, Cali and Barranquilla; turning these cities into poles of attraction for students who have been forced to migrate bearing with the economic costs of this decision, and creating inefficient allocations in access to higher education. This article examines the exogenous effect of increasing the supply of higher education on the probability of enrolling and migrate controlling for skills such as academic achievement, socioeconomic characteristics and proximity to educational provision. The results show a significant effect of the increase in tertiary education supply on the probability of enrolling and no significant effect on migration. In this sense, political regionalization and expansion of higher education in Colombia do not have a clearly identifiable effect on the retention of students in their home even if this may desirable from the educational policy.
