Abstract
“The JICA Chair program, created by Dr. Shinichi Kitaoka, emerged—according to his own words—from the frequent question posed in countries receiving technical cooperation: how did Japan manage to achieve its development? The Japan International Cooperation Agency is an institution whose main role is to provide technical cooperation. In response to that question, this space for reflection was created. From Argentina, a group of scholars in the Humanities and Social Sciences at the JICA–UNLP Chair (National University of La Plata, Argentina) decided to revive this debate, integrating our own Argentine perspective.”
