Explorando o encerramento de agências na Colômbia: entendendo o impacto dos fatores políticos e econômicos na sobrevivência das empresas públicas

Resumo

Objetivo/contexto: neste artigo, são analisados os fatores relacionados com incentivos para que as empresas públicas deixem de operar. Sugere-se que a rotatividade política tem um efeito negativo na duração desse tipo de instituição. Contudo, esse efeito difere segundo o tamanho da coalização governante. Metodologia: são utilizados modelos semiparamétricos e regressões de Cox para estimar a sobrevivência de 415 organizações públicas na Colômbia. Conclusões: os dados demonstram que uma mudança na administração presidencial permite, ao novo presidente, reformar a administração de acordo com seus interesses. A análise dos dados também indica que, quanto maior for o tamanho da coalização de governo, menor será a probabilidade de que uma instituição pública seja eliminada. Originalidade: utilizamos uma base de dados original que contém informações longitudinais sobre as empresas públicas na Colômbia para o período de 1958 a 2020. A base de dados contém 415 observações sobre as características organizacionais de cada instituição. Este artigo contribui para a escassa literatura sobre o encerramento de empresas públicas na América Latina.
