Vínculos entre partidos y movimientos feministas en América Latina: el caso de la lucha por el aborto legal en Bolivia

Resumen

Objetivo/contexto: en América Latina, el acceso al aborto representa una de las expresiones más significativas de las desigualdades de género o clase. Debido a su carácter contencioso, estas políticas son difíciles de adoptar. La literatura ha señalado que la aprobación de leyes a favor del aborto requiere contextos seculares y, en particular, movimientos feministas fuertes, aliados con partidos de izquierda en el gobierno. Sin embargo, los mecanismos por los cuales estos factores se dinamizan han sido poco estudiados. Este trabajo estudia el caso de Bolivia; según la teoría, no se esperaría que en ese país la despenalización ocurriese debido a su fuerte conservadurismo y a la debilidad del movimiento feminista. Pese a esto, en 2017 el Parlamento boliviano aprobó una reforma que despenalizó el aborto en varias causales. Metodología: el artículo se basa en trabajo de campo original que incluyó entrevistas en profundidad a activistas feministas y legisladoras, así como la revisión sistemática de documentos y de prensa. Conclusiones: en el artículo se muestra que, dentro de una estructura partidaria en la que la toma de decisiones se rige por la deliberación, como la del Movimiento al Socialismo (MAS), las legisladoras del partido que ocupaban puestos clave y tenían nexos con el movimiento feminista desempeñaron un papel fundamental en la reforma, pues persuadieron a los líderes y otros miembros del partido para que la apoyaran. Originalidad: el artículo contribuye a llenar una laguna en la literatura al entender mejor el tipo de vínculos entre movimientos feministas y partidos de izquierda que permiten avanzar agendas conflictivas como la del aborto legal.
