Abstract
In this article some considerations appear on the management of the Distrital Administration of Bogota, derived from the study of the formulated and implemented policies of public space during years 1990-2000. First the character and the difficulties of the management of the District are presented, and then the dimensions that define public space and the way in which the Distrital Administration approached the subject, identifying it as a problem, are stated. The privilege of an excessive intervention of the generation of processes that fortify the local democratic institutionality, reveals how the urban management of the last years has transformed the physical city, but not the political city.
