Abstract
The author compares the visions of the dynamics on the present Colombian conflict outlined by the columnist and specialist in security themes, Alfredo Rangel, the Minister of Defense, Marta Lucía Ramírez and the National Report of Human Development for Colombia-2003. It proposes that there is a possible resolution of the conflict if the project of democratic security is supported financial, politically and socially in the long-term. It reaffirms the importance of the recovery of the State and the fight against the drugs traffic, necessary conditions to guarantee the democracy and the breaking of the war economies of the armed groups. It proposes that the resolution of the conflict should be done through negotiation and the active participation of the international community. Is expected a diplomatic support by the European Union that serve of counterweight to the more military factions of the United States. It also prevents on the need to consolidate a “third actor” that facilitates the processes of negotiation.
